Phillips is also suspected of robbing a First Tennessee bank in West Knoxville twice in October.

He's described as 5'10", 170 pounds. He has gray hair, blue eyes, wears glasses and has tattoos on his forearms. He's believed to be in his 60's.

Why is it that all the bank cameras take a picture of the top of your head. Has anyone thought of placing cameras to photograph the face?
