A new road will extend the tip of Titsworth Springs Road where it meets Chapman High along with the addition of a new traffic light will be installed in the near future if the developer has his way.

Titsworth Springs Road is approximately 200 feet offset from being directly across from North Rogers Road.

A local developer wants to match the two roads up and place a traffic light at the intersection.

He reason is that a traffic light will make his corner property more valuable.

According to Jonas Smelcer, Sevier County Road Superintendent, the developer is paying for the earth work and the county is paying for the large tile.

“We had an engineer do a study on the creek to make certain that the road doesn’t flood or wash away as it has in the past, that’s why there is that large over-sized tile,” Smelcer told the Seymour Herald.

Smelcer agreed with the developer that moving Titsworth Springs Road over to make it line up with North Rogers Road with a light would benefit the large number of homes that are planned for the Titsworth Springs area.

“We aren’t paying for any of the work, just the tile,” Smelcer emphasized.

The proposed light would actually aid the many parents that use North Rogers Road to transport their children to the Seymour Schools.

Completion date or the installation of the traffic light is still not certain.

Has anyone thought to consult them on this? Thought being, if the tile fails, his apts. get flooded again.. which means money....

Jonas Smelcer I think a new tile would increase the value of my driveway by, oh, lets see, maybe a couple hundred dollars depending on the price of the tile. I’ll dig old one up and I’ll expect a new tile in a day or so. You know, people drive too fast on our little road and I think a red light would do nicely. I’ll take one them pretties too. By the way, it’s Tittsworth not Titsworth. Not only are the Yankees buying our land they are changing the road names to suit themselves.

In most counties the developer pays the full cost including the tile, which are not cheep to install.

really feel #5. Buster Norton and Larry Waters were born and bred here. Don’t know about Judy, she maybe also. Local people cut deals all the time take Blalocks for example. I personally don’t see the difference in him using my tax dollars to improve his land and increase the value of his property and my nice new county furnished tile. We would both be using county money to make money. You’re throwing redneck slang around a bit. Do you have a problem with being a redneck? Sounds like you’re a halfbreed Yankee so I’ll explain it real S L O W. It stated in the article above that Titsworth Springs Road was where the new area is. The name of the road is Tittsworth Springs Road with 2 (t). The man who owns the paper is a Yankee who owns land in the area. It was just a bit of a tease but you had to git your panties in a wad over it. Now put on your new tee-shirt with the saying (I’m with stupid) and the arrow point up. How about repaying the county for that tile and I’ll drop my demand for one of my own? Maybe if the county stopped doing favors for everyone’s sister in law and uncle we might not have to foot the bill for more taxes. And all joking aside, I’m sick of seeing county property used for personal gain. Everything from rocks for the driveway, free dozer work, county employees working on personal vehicles’ on county time and it goes on and on. This is just the latest example of wasted county money, my hard earned money. Why aren’t the locals mad as h@ll over this?

Have you wore down those fingernail scratching backs yet Barry Shular? Tittsworth was named after a family that still lives in the area and I assume the springs were the spring on the Seymour/Maryville line.

Why then does he get a free road tile? - they are very expensive. Do all developers get free road tiles from the taxpayers? Who decides who gets one and who doesn't? Once Again, this is favoritism from Smelcer and it is costing the taxpayers money!! Waste, fraud and abuse by public officials.

Barry Shular is the developer and he is from Seymour. He brags about having a local commissioner in his pocket. For the record, Harold Pitner in the 6th district also sits on the planning commission and has supported all Shular proposals. The road is actually (2) t's and the Springs comes from the fact that it used to be Spring Lane. Now, this Redneck/Yankee talk gets us nowhere. Stop throwing it around and discuss the facts which is that we are not being served by any of our commissioners. The sad thing is that there is no way to remove them, they won't meet with anyone, their meetings are all held in Larry Waters' office and they will only bow to the wishes of people who have lived in the area and are their friends.

The reason that Barry Shular is doing this is so that he can get away with the illegal zoning that went on with his Knob Creek property. He owns the Stapleton Farm (99 acres) and the Davis Farm (22 acres) on Knob Creek. Both of which he somehow got rezoned R-2 for condos or apartments even though current zoning laws say that properties cannot be zone as such without working sewers. There are no sewers. He also has no way to move the traffic off of Knob Creek without a feeder road to either 411 or Chapman Highway. By putting this light in, it will allow for more widening on Tittsworth Springs and will allow for him to cut a road through the Caton Farm, along Sharpes Ridge subdivision and onto Tittsworth Springs. That would serve as a feeder road to Chapman Highway. He will also be able to put the convenience store that he desires at the corner of Tittsworth and Chapman. It will allow for sewers to be run (at taxpayers expense) into this area thus nullifying all wrong doings by the planning commission. The simple fact is this. The planning commission is making a mockery of the term PLANNING. There is no planning, only agreeing. The county commission then rubber stamps everything. This is all being done thanks to a tire salesman, a librarian an insurance salesman and a Dental businessman, one of which is in Barry Shulars pocket. You figure it out!

Now we are getting down to the real reasons behind all this sneaky development. The names that you see coming up over and over again in all this rezoning/development is DAVID TAYLOR and VISION ENGINEERING. How convenient that David has such a cozy relationship with the mayor, county commission and the planning commission. They never say No to any of his conflicts of interests, no matter what the regulations say. Vision Engineering is essentially buying influence with the zoning board. I heard that there were two seperate ethic complaints against David Taylor and Vision Engineering and both were thrown out by Larry's Cousin - the so called "county attorney." Just as there are no "ethics" at the ethic committee meetings - there is no "planning" at the planning commission meetings. But, the buck stops with Larry. If you don't have integrity at the top, you won't find it anywhere else in the organization.

The article above says that all this development will happen "if the developer has his way." When has a developer NOT had their way in Sevier County? With the rules and the players we have in place - no developer gets left behind. Taxpayers are even forced to give them huge tax breaks to develop questionable projects with new tax cheats - TIF's. No one is even listening to all the complaints. All the commissioners gain financially with every development.
