Seals states that Animal Control Officer Phil King and Cpl. Chris Huskey responded to 5205 Hickory Woods Rd. in the Kodak area on a complaint and found a dog, deceased on the end of a chain on the property.
The deceased dog had no food or water in its confined area.
The occupant of the home, Jeffrey Cornett told officers that he was the owner of the dog and was not aware that the dog was dead.
Cornett also had a kitten in a cage with no food or water and a Rottweiller dog that was chained up.
The kitten had no shelter and was in the direct sun.
The animals were taken by the animal control officer and were placed at the Sevier County Humane Society.
Cornett was booked into Sevier County Jail under and posted a $5000.00 bond.
A July 28th preliminary hearing is scheduled in General Sessions Court.
The investigation is continuing at press time.

Please don't let this man ever own a animal ever again. Let the punishment fit the crime and put him on a chain without food and water. How can people be so cruel??!!!
This happens thousands of times a day in the U.S. Why? Because our antiquated laws allow people (often ignorant or simply lacking compassion) to chain up their dogs 24/7, for year upon agonizing year. Our current animal welfare laws can only punish people AFTER the dog has suffered horribly (often for years) or is dead. The chain is not the problem. It's the owner of the animal. We have several dogs on chains. They are fed, given fresh water, and exercised every day.
Chained dogs are a problem, build a fence where they can have some freedom. Anyone who chains a dog other then temporary is ignorant.

Tennessee has a leash law and dogs can not run free at any time. People need to care for their animals, however they don't know how to care for themselves. That's why we have a jail overcrowding problem.
There is no lack of ignorant people in Sevier County! Most if not all of them hold elected office.
